The Active Measures [1] of the Third Rome

Before the Soviet intelligence reached an unprecedented level of activity during Yuri Vladimirovich Andropovʼs (1914–1984) tenure as KGB chairman in 1967–1982, the First Main Directorate of the Committee for State Security has already been involved in the of destabilizing the situation in the United States to increase racial tensions in that country. The civil rights movement has become an ideal opportunity to inflame the situation by supporting both sides of the conflict. Adropov personally ordered KGB agents in New York to paint swastikas on the walls of synagogues and desecrate Jewish cemeteries, and to anonymously inform the police by telephone that black activists were behind these actions. There is also known at least one case of Operation Pandora using explosives in a Afro-American neighborhood to hold the Jewish Defense League responsible for this attack [2] [3].

According to Oleg Danilovich Kalugin, as part of the operation approved by the Central Committee of the CPSU in November 1960, officially a correspondent of Radio Moscow in the USA, and in fact the deputy resident of the KGB in Washington, he sent anonymous letters to African diplomats at the UN containing threats of alleged white supremacy racist. African diplomats published some of the letters as examples of the spread of racism in the United States [2] [3].

During the 1984 Los Angeles Olympics, 20 Olympic committees received letters to whit the addressee was supposed to be Ku Klux Klan demanding the withdrawal of black and Asian athletes from the Games. After the prosecutorʼs office and the CIA CIMC [4] investigated the Klanʼs alleged letters, the Soviet tactic of manipulation in retaliation for the boycott of the 1980 Summer Olympics in Moscow, seeking to discredit the administration of Ronald Reagan (1911–2004) as failing to ensure the safety of athletes, was exposed. Of course, the Soviets denied everything [2] [3].

During the US presidential election in 2016, the SVR RF [5] and the GRU, led by Vladimir Vladimirovich Pootin, Andropovʼs faithful disciple, used the arsenal of active measures used by the USSR, initiated in the Internet era, to support Donald Trump. Moscow, wanting to push the extremists to confrontation, supports both Black Lives Matter activists and white supremacists through its troll accounts in social media [2] [6].
